To increase the number of 4-H members and develop well rounded, responsible and independent citizens 1. Develop 4-H youth in reaching their fullest potential through the beneficial 4-H programs 2. Expand the number of qualified 4-H voluntary advisors and enhance 4-H staff's specialty 3. Empower the second round 4-H movement in Korea through effective PR on-line as well as off-line 4. Strengthen the private organization of 4-H, National 4-H Council of Korea, through making up its financial independence
